A terrorist plot to assassinate former US president George W Bush in revenge for the Iraq War was uncovered earlier this year, the FBI said in an unsealed search warrant.
Shihab Ahmed Shihab, an Iraqi asylum seeker, described the plan to a paid FBI informant who also drove him around Dallas to conduct surveillance on Mr Bush’s home and offices in February, a March 23 search warrant unsealed last month in federal court in Columbus, Ohio, showed.
The plotters “wished to kill former president Bush because they felt that he was responsible for killing many Iraqis and breaking apart the entire country of Iraq”, FBI Special Agent John Ypsilantis, a member of the Joint Terrorism Task Force in Cincinnati, said in the filing.
The warrant, first reported on Tuesday by Forbes, has been resealed. A representative for the US attorney’s office in Cincinnati declined to comment to Bloomberg. Freddy Ford, a spokesman for Mr Bush did not immediately respond to a request for comment.
Citing operational security, Secret Service Special Agent Steve Kopek declined to comment on the matter except to say the “US Secret Service takes all threats to our protectees seriously”.
Four Iraqi citizens, two of whom are ex-intelligence agents, were to be smuggled into the US from Turkey, Egypt and Denmark as part of the plot, the FBI agent said. The plan involved bringing the plotters to Mexico and then crossing the border into Texas, Mr Ypsilantis said.
Though Mr Shihab was not himself an ISIS member, the warrant described the smuggling plot as an “attempt to provide material support to a designated foreign terrorist organisation, specifically ISIS”.
A Columbus resident, Mr Shihab asked the informant for details about security operations at Mr Bush’s home in Dallas and his ranch in Crawford, Texas, the FBI agent said.
In February, the informant picked up Mr Shihab at the airport in Dallas and assisted him as he used his phone to record video of Mr Bush’s gated home as well as the library and offices at the George W Bush Institute, the filing said.
Mr Shihab reportedly told the informant “that he wanted to be involved in the actual attack and assassination” and that he “did not care if he died as he would be proud to have been involved”, the search warrant said.
He also inquired about how to obtain fake FBI or police badges, the agency said. The informant has been supplying information in exchange for money for over 10 years and recorded many of his conversations with Mr Shihab, according to the filing.
Mr Bush last week reignited controversy over the war when he inadvertently transposed “Iraq” for “Ukraine” while criticising Russian President Vladimir Putin for launching a “wholly unjustified and brutal invasion”.

Who is Mohammed Al Halbousi?
The new speaker of Iraq’s parliament Mohammed Al Halbousi is the youngest person ever to serve in the role.
The 37-year-old was born in Al Garmah in Anbar and studied civil engineering in Baghdad before going into business. His development company Al Hadeed undertook reconstruction contracts rebuilding parts of Fallujah’s infrastructure.
He entered parliament in 2014 and served as a member of the human rights and finance committees until 2017. In August last year he was appointed governor of Anbar, a role in which he has struggled to secure funding to provide services in the war-damaged province and to secure the withdrawal of Shia militias. He relinquished the post when he was sworn in as a member of parliament on September 3.
He is a member of the Al Hal Sunni-based political party and the Sunni-led Coalition of Iraqi Forces, which is Iraq’s largest Sunni alliance with 37 seats from the May 12 election.
He maintains good relations with former Prime Minister Nouri Al Maliki’s State of Law Coaliton, Hadi Al Amiri’s Badr Organisation and Iranian officials.

The struggle is on for active managers
David Einhorn closed out 2018 with his biggest annual loss ever for the 22-year-old Greenlight Capital.
The firm’s main hedge fund fell 9 per cent in December, extending this year’s decline to 34 percent, according to an investor update viewed by Bloomberg.
Greenlight posted some of the industry’s best returns in its early years, but has stumbled since losing more than 20 per cent in 2015.
Other value-investing managers have also struggled, as a decade of historically low interest rates and the rise of passive investing and quant trading pushed growth stocks past their inexpensive brethren. Three Bays Capital and SPO Partners & Co., which sought to make wagers on undervalued stocks, closed in 2018. Mr Einhorn has repeatedly expressed his frustration with the poor performance this year, while remaining steadfast in his commitment to value investing.
Greenlight, which posted gains only in May and October, underperformed both the broader market and its peers in 2018. The S&P 500 Index dropped 4.4 per cent, including dividends, while the HFRX Global Hedge Fund Index, an early indicator of industry performance, fell 7 per cent through December. 28.
At the start of the year, Greenlight managed $6.3 billion in assets, according to a regulatory filing. By May, the firm was down to $5.5bn.

TOUCH RULES
Touch is derived from rugby league. Teams consist of up to 14 players with a maximum of six on the field at any time.
