Kuwaiti Emir Sheikh Sabah's condition is improving as he receives treatment in the US, Prime Minister Sheikh Sabah Al Khalid Al Sabah has told the Cabinet.
The monarch, 91, is undergoing treatment in the US to complete medical treatment after surgery in Kuwait for an unspecified condition on July 19.
The emir was admitted to hospital the previous day for medical checks.
During a cabinet session Monday, Sheikh Sabah Al Khalid said he received a call from the deputy head of the national guard reassuring him of the emir's health.
He “assured the council of the health of the emir, God safeguard and care for him, who is witnessing noticeable improvement”.
Sheikh Sabah left for the US 12 days ago aboard a US Air Force C-17 flying hospital, AP reported.
US medical officers and Kuwaitis were aboard the flight for the 16-hour journey that briefly stopped at Germany’s Ramstein Air Base.
The US has not officially said it flew the monarch, but a State Department official said they had “provided assistance to help with the emir’s treatment”, without giving specifics.
Kuwait's state-run Kuna news agency said the country's ambassador to the US was at the airport for the plane’s arrival.
Flight-tracking data showed the plane landing in Minnesota, near the flagship campus of the Mayo Clinic, one of the US’s best hospitals and one that has treated Sheikh Sabah in the past.
The US military uses C-17s as airborne hospitals for medical evacuations.
The aircraft have on-board oxygen and the same life-saving equipment found in hospital emergency rooms.
The flights often include critical care air transport teams, with a specialist doctor, a nurse and a respiratory therapist.
Sheikh Sabah has ruled Kuwait, one of the world's biggest oil exporters, since 2006.
Last year he was admitted to hospital in the US while on an official visit, after what his office said was a health setback. Sheikh Sabah returned to Kuwait in October.
Kuwaiti Parliament Speaker Marzouq Al Ghanim said last week that news about Sheikh Sabah’s health was "very reassuring".
After a royal decree, Crown Prince Nawaf Al Ahmad Al Sabah has temporarily assumed some of the emir’s duties.

Dubai works towards better air quality by 2021
Dubai is on a mission to record good air quality for 90 per cent of the year – up from 86 per cent annually today – by 2021.
The municipality plans to have seven mobile air-monitoring stations by 2020 to capture more accurate data in hourly and daily trends of pollution.
These will be on the Palm Jumeirah, Al Qusais, Muhaisnah, Rashidiyah, Al Wasl, Al Quoz and Dubai Investment Park.
“It will allow real-time responding for emergency cases,” said Khaldoon Al Daraji, first environment safety officer at the municipality.
“We’re in a good position except for the cases that are out of our hands, such as sandstorms.
“Sandstorms are our main concern because the UAE is just a receiver.
“The hotspots are Iran, Saudi Arabia and southern Iraq, but we’re working hard with the region to reduce the cycle of sandstorm generation.”
Mr Al Daraji said monitoring as it stood covered 47 per cent of Dubai.
There are 12 fixed stations in the emirate, but Dubai also receives information from monitors belonging to other entities.
“There are 25 stations in total,” Mr Al Daraji said.
“We added new technology and equipment used for the first time for the detection of heavy metals.
“A hundred parameters can be detected but we want to expand it to make sure that the data captured can allow a baseline study in some areas to ensure they are well positioned.”

Pharaoh's curse
British aristocrat Lord Carnarvon, who funded the expedition to find the Tutankhamun tomb, died in a Cairo hotel four months after the crypt was opened.
He had been in poor health for many years after a car crash, and a mosquito bite made worse by a shaving cut led to blood poisoning and pneumonia.
Reports at the time said Lord Carnarvon suffered from “pain as the inflammation affected the nasal passages and eyes”.
Decades later, scientists contended he had died of aspergillosis after inhaling spores of the fungus aspergillus in the tomb, which can lie dormant for months. The fact several others who entered were also found dead withiin a short time led to the myth of the curse.
