Ukrainian helicopters carried out a strike on a fuel storage depot in the western Russian town of Belgorod, the local governor said on Friday.

"There was a fire at the petrol depot because of an air strike carried out by two Ukrainian army helicopters, who entered Russian territory at a low altitude," Vyacheslav Gladkov wrote on his Telegram channel.

Ukraine's Defence Ministry declined to comment directly on Russian allegations that its forces attacked the depot.

"Ukraine is currently conducting a defensive operation against Russian aggression on the territory of Ukraine, and this does not mean that Ukraine is responsible for every catastrophe on Russia's territory... I will not confirm or deny these allegations," ministry spokesperson Oleksandr Motuzyanyk told a briefing.

If confirmed, it would be the first reported Ukrainian attack inside Russian territory since Moscow sent its forces into Ukraine in late February.

Video images of the purported attack posted online showed what looked like several missiles being fired from low altitude, followed by an explosion.

Russia's state-owned Ria Novosti news agency said eight of the 16 tanks at the depot were on fire after the alleged attack. Each holds 2,000 cubic metres of fuel, it said.

Russian oil company Rosneft, which owns the depot, said that no one was hurt in the fire, but gave no information on the cause.

Mr Gladkov said areas of the city near the depot were being evacuated.

Belgorod is about 80 kilometres north of the Ukrainian city of Kharkiv, which Russian forces have bombarded heavily in recent weeks.

What is Financial Fair Play?
Introduced in 2011 by Uefa, European football’s governing body, it demands that clubs live within their means. Chiefly, spend within their income and not make substantial losses.

What the rules dictate? 
The second phase of its implementation limits losses to €30 million (Dh136m) over three seasons. Extra expenditure is permitted for investment in sustainable areas (youth academies, stadium development, etc). Money provided by owners is not viewed as income. Revenue from “related parties” to those owners is assessed by Uefa's “financial control body” to be sure it is a fair value, or in line with market prices.

What are the penalties? 
There are a number of punishments, including fines, a loss of prize money or having to reduce squad size for European competition – as happened to PSG in 2014. There is even the threat of a competition ban, which could in theory lead to PSG’s suspension from the Uefa Champions League.

$1,000 award for 1,000 days on madrasa portal

Daily cash awards of $1,000 dollars will sweeten the Madrasa e-learning project by tempting more pupils to an education portal to deepen their understanding of math and sciences.

School children are required to watch an educational video each day and answer a question related to it. They then enter into a raffle draw for the $1,000 prize.

“We are targeting everyone who wants to learn. This will be $1,000 for 1,000 days so there will be a winner every day for 1,000 days,” said Sara Al Nuaimi, project manager of the Madrasa e-learning platform that was launched on Tuesday by the Vice President and Ruler of Dubai, to reach Arab pupils from kindergarten to grade 12 with educational videos.  

“The objective of the Madrasa is to become the number one reference for all Arab students in the world. The 5,000 videos we have online is just the beginning, we have big ambitions. Today in the Arab world there are 50 million students. We want to reach everyone who is willing to learn.”

%3Cp%3EInstances%20of%20violence%20against%20Syrian%20refugees%20are%20not%20uncommon.%3C%2Fp%3E%0A%3Cp%3EJust%20last%20month%2C%20security%20camera%20footage%20of%20men%20violently%20attacking%20and%20stabbing%20an%20employee%20at%20a%20mini-market%20went%20viral.%20The%20store%E2%80%99s%20employees%20had%20engaged%20in%20a%20verbal%20altercation%20with%20the%20men%20who%20had%20come%20to%20enforce%20an%20order%20to%20shutter%20shops%2C%20following%20the%20announcement%20of%20a%20municipal%20curfew%20for%20Syrian%20refugees.%3Cbr%3E%E2%80%9CThey%20thought%20they%20were%20Syrian%2C%E2%80%9D%20said%20the%20mayor%20of%20the%20Nahr%20el%20Bared%20municipality%2C%20Charbel%20Bou%20Raad%2C%20of%20the%20attackers.%3Cbr%3EIt%20later%20emerged%20the%20beaten%20employees%20were%20Lebanese.%20But%20the%20video%20was%20an%20exemplary%20instance%20of%20violence%20at%20a%20time%20when%20anti-Syrian%20rhetoric%20is%20particularly%20heated%20as%20Lebanese%20politicians%20call%20for%20the%20return%20of%20Syrian%20refugees%20to%20Syria.%3Cbr%3E%3Cbr%3E%3C%2Fp%3E%0A
