NEW YORK // The Taliban are primarily to blame for a significant rise in civilian deaths and injuries in Afghanistan this year, a UN report released yesterday says.
Women and children are increasingly the victims, the mid-year tally reported.
The UN Assistance Mission in Afghanistan reported a 31 per cent increase in Afghan civilian casualties in conflict in the first six months of the year compared with the same period last year.
"Afghan children and women are increasingly bearing the brunt of this conflict. They are being killed and injured in their homes and communities in greater numbers than ever before," said Staffan de Mistura, the special representative of the UN secretary-general.
Mr de Mistura, the UN chief in Afghanistan, warned of insurgents using an "intensified pattern of assassinations and executions" against teachers, nurses, doctors, tribal elders and local officials, often for having links with foreign forces and organisations.
Investigators catalogued 3,268 civilian deaths and injuries in that period and blamed 76 per cent of them on the Taliban and other insurgents and 12 per cent on pro-government forces, including the Afghan army and the International Security Assistance Force.
Deaths and injuries resulting from insurgent attacks rose by 53 per cent, the report said, with so-called anti-government elements laying more roadside bombs and assassinating more non-combatants.
Insurgents are using more powerful and sophisticated improvised explosive devices, which accounted for 29 per cent of all civilian deaths. More children are falling victim to the blasts, with a 155 per cent increase in young casualties this year.
The number of civilians assassinated and executed by insurgents rose by more than 95 per cent and included public executions of children, the 28-page report said.
Civilian casualties caused by the US and foreign forces - long a source of tension between the Afghan government and its Western backers - actually fell by 30 per cent against the same period last year. This was attributable mainly to a 64 per cent fall in the number of deaths and injuries caused by aerial attacks, the report said.
With anger rising over civilian casualties, Gen Stanley McChrystal, the former commander of US and NATO forces in Afghanistan, issued a tactical directive to limit air strikes last year following a spate of deadly incidents involving civilians. His replacement, Gen David Petraeus, tightened the rules again in June, saying the "measure by which our mission will be judged is protecting the population from harm by either side" in a military directive.

What is blockchain?
Blockchain is a form of distributed ledger technology, a digital system in which data is recorded across multiple places at the same time. Unlike traditional databases, DLTs have no central administrator or centralised data storage. They are transparent because the data is visible and, because they are automatically replicated and impossible to be tampered with, they are secure.
The main difference between blockchain and other forms of DLT is the way data is stored as ‘blocks’ – new transactions are added to the existing ‘chain’ of past transactions, hence the name ‘blockchain’. It is impossible to delete or modify information on the chain due to the replication of blocks across various locations.
Blockchain is mostly associated with cryptocurrency Bitcoin. Due to the inability to tamper with transactions, advocates say this makes the currency more secure and safer than traditional systems. It is maintained by a network of people referred to as ‘miners’, who receive rewards for solving complex mathematical equations that enable transactions to go through.
However, one of the major problems that has come to light has been the presence of illicit material buried in the Bitcoin blockchain, linking it to the dark web.
Other blockchain platforms can offer things like smart contracts, which are automatically implemented when specific conditions from all interested parties are reached, cutting the time involved and the risk of mistakes. Another use could be storing medical records, as patients can be confident their information cannot be changed. The technology can also be used in supply chains, voting and has the potential to used for storing property records.

Real estate tokenisation project
Dubai launched the pilot phase of its real estate tokenisation project last month.
The initiative focuses on converting real estate assets into digital tokens recorded on blockchain technology and helps in streamlining the process of buying, selling and investing, the Dubai Land Department said.
Dubai’s real estate tokenisation market is projected to reach Dh60 billion ($16.33 billion) by 2033, representing 7 per cent of the emirate’s total property transactions, according to the DLD.
