A private Russian military contractor is sending private troops to eastern Ukraine, according to Britain’s Defence Ministry which said it was redeploying from Africa and the Middle East.
The ministry’s Defence Intelligence said the Wagner Group was expected to send up to 1,000 mercenaries for combat in Ukraine after the regular Russian military experienced heavy losses.
Air Vice Marshal Mick Smeath, London’s defence attache in Washington, said Russia had probably been forced to make Ukraine a priority for Wagner personnel at the expense of their operations in Africa and Syria. "Due to heavy losses and a largely stalled invasion, Russia has highly likely been forced to reprioritise Wagner personnel for Ukraine at the expense of operations in Africa and Syria," the statement said.
Thousands of mercenaries from Wagner Group have been deployed in Syria since 2015. The US and EU consider the group to be a surrogate of the Russian military, but the Kremlin denies it even exists.
Deployments in the Sahel changed the balance of forces in the region earlier this year. After a coup Mali's leaders said they would turn to Wagner to strengthen their ranks.
Mali was caught off-guard when President Emmanuel Macron said the 5,000-strong French army presence would be cut in half and Paris said the coup leaders were "wiping your feet on the blood of French soldiers".
The Pentagon said it appeared Moscow was drawing on Russian troops based in Georgia, but no details were available on their number or the timing of their expected deployment.Pentagon officials said recently that they expected Russia to look for ways to replace their combat losses with troops in other countries. Wagner is closely associated with Kremlin-linked oligarchs and its founder is Dmitry Utkin who used his Russian special forces code name for the operations. The shaven-headed former lieutenant colonel in Spetsnaz, the Russia's special forces, has been described as a neo-Nazi. Wagner was Hitler's favourite composer and a Russian newspaper said Utkin had 'an appreciation of the aesthetic of the Third Reich'.
The US and EU consider the group to be a surrogate of the Russian military, but the Kremlin denies it exists.
In December, the EU imposed sanctions on the Wagner Group and Utkin, for fomenting violence and committing human rights abuses in the Middle East, Africa and Ukraine.

The United kingdom of Great Britain and Northern Ireland and the United Arab Emirates; Considering that the United Arab Emirates has assumed full responsibility as a sovereign and independent State; Determined that the long-standing and traditional relations of close friendship and cooperation between their peoples shall continue; Desiring to give expression to this intention in the form of a Treaty Friendship; Have agreed as follows:
ARTICLE 1 The relations between the United Kingdom of Great Britain and Northern Ireland and the United Arab Emirates shall be governed by a spirit of close friendship. In recognition of this, the Contracting Parties, conscious of their common interest in the peace and stability of the region, shall: (a) consult together on matters of mutual concern in time of need; (b) settle all their disputes by peaceful means in conformity with the provisions of the Charter of the United Nations.
ARTICLE 2 The Contracting Parties shall encourage education, scientific and cultural cooperation between the two States in accordance with arrangements to be agreed. Such arrangements shall cover among other things: (a) the promotion of mutual understanding of their respective cultures, civilisations and languages, the promotion of contacts among professional bodies, universities and cultural institutions; (c) the encouragement of technical, scientific and cultural exchanges.
ARTICLE 3 The Contracting Parties shall maintain the close relationship already existing between them in the field of trade and commerce. Representatives of the Contracting Parties shall meet from time to time to consider means by which such relations can be further developed and strengthened, including the possibility of concluding treaties or agreements on matters of mutual concern.
ARTICLE 4 This Treaty shall enter into force on today’s date and shall remain in force for a period of ten years. Unless twelve months before the expiry of the said period of ten years either Contracting Party shall have given notice to the other of its intention to terminate the Treaty, this Treaty shall remain in force thereafter until the expiry of twelve months from the date on which notice of such intention is given.
