Should security guards in malls, banks and other places be given powers to handcuff or pepper-spray members of the public?

There are 30,000 security guards working for 404 licensed private security firms in the UAE. Private security firms are to be fully licensed and regulated by the Ministry of Interior, which will give guards new powers, including the right to carry canes. Should security guards in malls, banks and other places be given powers to handcuff or use painful pepper-spray members of the public? Do you think this is a step to far to protect the public?
