Abu Dhabi's town planners yesterday unveiled the initial draft of the emirate's first set of development regulations and guidelines for green buildings.
The guidelines, announced at the World Future Energy Summit, map the metropolitan area into 35 "zoning-based districts", each with its own rules about building heights and land use.
"We do not have a zoning code per se in Abu Dhabi," said Val Zillig, planning manager at the Urban Planning Council (UPC), as the document was shown to selected developers on day two of the summit.
"It is a regulatory framework for all development that is going to happen in Abu Dhabi. It will make things easier for everybody - There will be a level playing field."
The code, which follows the principles set out in the Abu Dhabi Plan 2030, could be published by the summer.
The UAE has among the highest per capita carbon dioxide emissions in the world. Buildings account for a significant part of the carbon footprint and experts have often criticised the existing building stock for promoting energy waste.
The UPC will also revise its pre-concept submission requirements for developers, so that environmental considerations are taken into account early in the process of creating new buildings and communities.

What the law says
Micro-retirement is not a recognised concept or employment status under Federal Decree Law No. 33 of 2021 on the Regulation of Labour Relations (as amended) (UAE Labour Law). As such, it reflects a voluntary work-life balance practice, rather than a recognised legal employment category, according to Dilini Loku, senior associate for law firm Gateley Middle East.
“Some companies may offer formal sabbatical policies or career break programmes; however, beyond such arrangements, there is no automatic right or statutory entitlement to extended breaks,” she explains.
“Any leave taken beyond statutory entitlements, such as annual leave, is typically regarded as unpaid leave in accordance with Article 33 of the UAE Labour Law. While employees may legally take unpaid leave, such requests are subject to the employer’s discretion and require approval.”
If an employee resigns to pursue micro-retirement, the employment contract is terminated, and the employer is under no legal obligation to rehire the employee in the future unless specific contractual agreements are in place (such as return-to-work arrangements), which are generally uncommon, Ms Loku adds.

Studying addiction
This month, Dubai Medical College launched the Middle East’s first master's programme in addiction science.
Together with the Erada Centre for Treatment and Rehabilitation, the college offers a two-year master’s course as well as a one-year diploma in the same subject.
The move was announced earlier this year and is part of a new drive to combat drug abuse and increase the region’s capacity for treating drug addiction.
