Dubai tour operator hit with Dh50,000 fine for breaching Covid-19 rules

Dubai Police have fined a tour operator Dh50,000 ($13,612) for organising a large gathering in the desert that breached Covid-19 safety rules.

A video released by the Dubai Media Office on Friday shows a group of more than 20 vehicles parked in the desert.

"Dubai Police, in cooperation with Dubai Tourism, fines a tour operator Dh50,000 after being found organising an outdoor gathering without adhering to precautionary measures," Dubai Media Office tweeted.

Last week, police shut down a desert camp party and fined the camp operator Dh50,000 and each guest Dh15,000.

Organisers of a yacht party were also issued fines of Dh50,000 last week. The yacht operator's licence was suspended for a month.

Several people have also incurred financial penalties after ignoring social distancing rules and not wearing masks.

The authorities have said that yacht parties or tours are restricted to 10 people.

The move is in response to a recent rise in Covid-19 cases.

More than 3,000 new cases of the coronavirus have been recorded daily in the UAE in recent weeks – a significant rise since last year.

Defining head lice

Pediculus humanus capitis are tiny wingless insects that feed on blood from the human scalp. The adult head louse is up to 3mm long, has six legs, and is tan to greyish-white in colour. The female lives up to four weeks and, once mature, can lay up to 10 eggs per day. These tiny nits firmly attach to the base of the hair shaft, get incubated by body heat and hatch in eight days or so.

Identifying lice

Lice can be identified by itching or a tickling sensation of something moving within the hair. One can confirm that a person has lice by looking closely through the hair and scalp for nits, nymphs or lice. Head lice are most frequently located behind the ears and near the neckline.

Treating lice at home

Head lice must be treated as soon as they are spotted. Start by checking everyone in the family for them, then follow these steps. Remove and wash all clothing and bedding with hot water. Apply medicine according to the label instructions. If some live lice are still found eight to 12 hours after treatment, but are moving more slowly than before, do not re-treat. Comb dead and remaining live lice out of the hair using a fine-toothed comb.
After the initial treatment, check for, comb and remove nits and lice from hair every two to three days. Soak combs and brushes in hot water for 10 minutes.Vacuum the floor and furniture, particularly where the infested person sat or lay.

What the law says

Micro-retirement is not a recognised concept or employment status under Federal Decree Law No. 33 of 2021 on the Regulation of Labour Relations (as amended) (UAE Labour Law). As such, it reflects a voluntary work-life balance practice, rather than a recognised legal employment category, according to Dilini Loku, senior associate for law firm Gateley Middle East.

“Some companies may offer formal sabbatical policies or career break programmes; however, beyond such arrangements, there is no automatic right or statutory entitlement to extended breaks,” she explains.

“Any leave taken beyond statutory entitlements, such as annual leave, is typically regarded as unpaid leave in accordance with Article 33 of the UAE Labour Law. While employees may legally take unpaid leave, such requests are subject to the employer’s discretion and require approval.”

If an employee resigns to pursue micro-retirement, the employment contract is terminated, and the employer is under no legal obligation to rehire the employee in the future unless specific contractual agreements are in place (such as return-to-work arrangements), which are generally uncommon, Ms Loku adds.
