DUBAI // Steve Cooper believes Abu Dhabi Harlequins have stolen a march over their Arabian Gulf League rivals - to the extent that his Dubai Exiles side will be the underdogs in tomorrow's season curtain-raiser. The Quins are fast becoming the region's pre-eminent club, thanks to their recently-penned association with the Guinness Premiership side Harlequins in London.
When the sides met on the opening day of last season, they drew 8-8. The Exiles maintained an undefeated record throughout the season - yet were cruelly denied the title after an astonishing final with the Dubai Hurricanes. The scores remained level after two periods of over-time, yet Hurricanes took the title by virtue of having scored more tries. The Quins, meanwhile, had their best campaign since their glory years, and have recruited heavily in the off-season.
Cooper, the Exiles centre and Arabian Gulf vice-captain, believes the side from the capital are now the side to fear. He said: "It will be very tough. Abu Dhabi have come a long way in the past six to eight months. "Richard Harris [the club's chairman] and everyone else there has done a really good job to bring Abu Dhabi back to what it used to be like in the past. "The Exiles was always the team that everybody looked to, but I think the roles have changed: the Exiles are now like the underdogs.
"Even though we didn't lose a single match last year we still didn't manage to win the league, which is a shame. "It [tonight's game] is going to be very tough indeed, and I think it will set the tone for the rest of the season. "All the clubs involved in the competition, especially the Dubai-based clubs, have benefited from the amount of quality players who have moved to the region. "That is why we have seen a massive improvement in local rugby."
The Exiles have struggled with early season injuries and retirements, but they will have some insider knowledge on their opponents through their newly-signed coach Wayne Marsters. The Kiwi centre played spent eight years with Abu Dhabi and held roles as coach, captain and director of rugby before taking up his new position with Abu Dhabi's great rivals, the Exiles. In the village of Mevagissey in southwest England the housing stock has doubled in the last century while the number of residents is half the historic high. The village's Neighbourhood Development Plan states that 26% of homes are holiday retreats. Prices are high, averaging around £300,000, £50,000 more than the Cornish average of £250,000. Jose Mourinho Manchester United manager accused of evading €3.3m in tax in 2011 and 2012, during time in charge at Real Madrid. But Gestifute, which represents him, says he has already settled matter with Spanish tax authorities.
Samuel Eto'o In November 2016, Spanish prosecutors sought jail sentence of 10 years and fines totalling €18m for Cameroonian, accused of failing to pay €3.9m in taxes during time at Barcelona from 2004 to 2009.
Radamel Falcao Colombian striker Falcao suspected of failing to correctly declare €7.4m of income earned from image rights between 2012 and 2013 while at Atletico Madrid. He has since paid €8.2m to Spanish tax authorities, a sum that includes interest on the original amount.
Jorge Mendes Portuguese super-agent put under official investigation last month by Spanish court investigating alleged tax evasion by Falcao, a client of his. He defended himself, telling closed-door hearing he "never" advised players in tax matters.

What you as a drone operator need to know
A permit and licence is required to fly a drone legally in Dubai.
Sanad Academy is the United Arab Emirate’s first RPA (Remotely Piloted Aircraft) training and certification specialists endorsed by the Dubai Civil Aviation authority.
It is responsible to train, test and certify drone operators and drones in UAE with DCAA Endorsement.
“We are teaching people how to fly in accordance with the laws of the UAE,” said Ahmad Al Hamadi, a trainer at Sanad.
“We can show how the aircraft work and how they are operated. They are relatively easy to use, but they need responsible pilots.
“Pilots have to be mature. They are given a map of where they can and can’t fly in the UAE and we make these points clear in the lectures we give.
“You cannot fly a drone without registration under any circumstances.”
Larger drones are harder to fly, and have a different response to location control. There are no brakes in the air, so the larger drones have more power.
The Sanad Academy has a designated area to fly off the Al Ain Road near Skydive Dubai to show pilots how to fly responsibly.
“As UAS technology becomes mainstream, it is important to build wider awareness on how to integrate it into commerce and our personal lives,” said Major General Abdulla Khalifa Al Marri, Commander-in-Chief, Dubai Police.
“Operators must undergo proper training and certification to ensure safety and compliance.
“Dubai’s airspace will undoubtedly experience increased traffic as UAS innovations become commonplace, the Forum allows commercial users to learn of best practice applications to implement UAS safely and legally, while benefitting a whole range of industries.”

Real estate tokenisation project
Dubai launched the pilot phase of its real estate tokenisation project last month.
The initiative focuses on converting real estate assets into digital tokens recorded on blockchain technology and helps in streamlining the process of buying, selling and investing, the Dubai Land Department said.
Dubai’s real estate tokenisation market is projected to reach Dh60 billion ($16.33 billion) by 2033, representing 7 per cent of the emirate’s total property transactions, according to the DLD.
