BAGHDAD // In his first public speech since returning from exile, Muqtada al Sadr yesterday told his followers to support Iraq's new government and join with other religious and ethnic groups to rebuild the war-ravaged country.
In front of thousands of loyalists gathered in the holy city of Najaf to hear him speak, the Shiite cleric began by treading a familiar path of anti-US and anti-Israeli rhetoric - even vowing to continue military operations against American troops in Iraq.
But, crucially, he then struck a moderate tone about the government, saying it had to be given a chance to work for the national good. He also addressed the recent bloody civil war that divided Sunnis and Shiites, instructing his followers to live in peace with their countrymen.
"The Iraqi government has been formed," he said. "If it serves the Iraqi people, and provides services, we will stand by it, not against it. All of us will be with the Iraqi government if it serves the Iraqi people. If it doesn't, there are political - only political - ways to reform the government."
In reference to the sectarian war, Mr al Sadr said the time had come for a new beginning.
"If the conflicts took place among brothers, let us forget this page and turn it forever, and live united in peace and security," he said.
Earlier in his brief speech, the cleric had urged the crowd to chant "No, no to America, no, no to Israel" and insisted that his movement, which fought a series of battles against the US military resulting in the issuance of a warrant for his arrest, remained true to the principle of resistance.
"We still resist the occupier, by military resistance, and all the means of resistance," he said, adding that "we are still fighters".
However, he underlined the Sadr movement would not target Iraqis, even in the security forces, and that he opposed a spate of recent assassinations.
"For the unity of Iraq, say after me: Yes, yes for Iraq! Yes, yes, for peace! Yes, yes for harmony!" he exhorted the crowd, which duly echoed the words.
Analysts in Baghdad said the speech marked the birth of a "new Muqtada", more statesman-like, openly engaged in the political process and pushing hard for national unity. They downplayed the mention of military resistance as a populist appeal to his largely uneducated supporters, saying it posed no real challenge to the government or US forces.
"This wasn't the same Muqtada we saw of 2005, or 2007," said independent political analyst Nizar Samaraie, in reference to the cleric's firebrand days when he headed the feared Mahdi Army militia in street wars with the US military, and against Sunni militants. It was also heavily implicated in death squad murders.
"Muqtada always has to curse the Americans, but the talk of resistance was just words. In truth the Mahdi Army has been disbanded and is no longer capable of significant attacks against them," Mr Samaraie said.
A Sunni from Baghdad, Mr Samaraie also welcomed Mr al Sadr's public demand for national unity. "The Sadrists are not a threat to the Sunnis anymore," he said. "Sadr has realised the mistakes of the past. Now the Sadrists are clear; they are on the political track."
The Sadr movement played a central role in the formation of the current Iraqi government, formed last month after more than half a year of political deadlock. Mr al Sadr finally threw his weight - and his 39 seats in parliament, won in the divisive March election - behind Nouri al Maliki, allowing the prime minister to claim a parliamentary majority and gain a second term of office.
During his first term as premier, Mr al Maliki had led military operations against the Mahdi Army, killing and detaining thousands of Sadrists in the process.
That now appears to be water under the bridge for Mr al Sadr. As part of his deal with Mr al Maliki, the Sadrists will get control of seven government ministries, making them firmly part of the establishment.
While the talk of military resistance may have been designed to appeal to his grassroots followers, the strong anti-US message was real, said Ahmed al Bahadili, another independent political analyst.
"His remarks are designed to show there is no way for the Americans to stay after the end of this year," he said.
Some 50,000 US troops remain in Iraq, officially in a non-combat role, although they have been involved in fighting alongside Iraqi forces. Under a security agreement between Baghdad and Washington all of the soldiers must withdraw by the end of this year.
"My conclusion from this speech is that Muqtada is smarter than he used to be," Mr al Bahadili said. "He addressed the street, the militants and the politicians, and told them all something that they want to hear. He has been learning during his years away."
Mr al Sadr returned to Iraq on Wednesday after three years studying in Qom, the centre of Shiite religious schooling in Iran.

Mercer, the investment consulting arm of US services company Marsh & McLennan, expects its wealth division to at least double its assets under management (AUM) in the Middle East as wealth in the region continues to grow despite economic headwinds, a company official said.
Mercer Wealth, which globally has $160 billion in AUM, plans to boost its AUM in the region to $2-$3bn in the next 2-3 years from the present $1bn, said Yasir AbuShaban, a Dubai-based principal with Mercer Wealth.
“Within the next two to three years, we are looking at reaching $2 to $3 billion as a conservative estimate and we do see an opportunity to do so,” said Mr AbuShaban.
Mercer does not directly make investments, but allocates clients’ money they have discretion to, to professional asset managers. They also provide advice to clients.
“We have buying power. We can negotiate on their (client’s) behalf with asset managers to provide them lower fees than they otherwise would have to get on their own,” he added.
Mercer Wealth’s clients include sovereign wealth funds, family offices, and insurance companies among others.
From its office in Dubai, Mercer also looks after Africa, India and Turkey, where they also see opportunity for growth.
Wealth creation in Middle East and Africa (MEA) grew 8.5 per cent to $8.1 trillion last year from $7.5tn in 2015, higher than last year’s global average of 6 per cent and the second-highest growth in a region after Asia-Pacific which grew 9.9 per cent, according to consultancy Boston Consulting Group (BCG). In the region, where wealth grew just 1.9 per cent in 2015 compared with 2014, a pickup in oil prices has helped in wealth generation.
BCG is forecasting MEA wealth will rise to $12tn by 2021, growing at an annual average of 8 per cent.
Drivers of wealth generation in the region will be split evenly between new wealth creation and growth of performance of existing assets, according to BCG.
Another general trend in the region is clients’ looking for a comprehensive approach to investing, according to Mr AbuShaban.
“Institutional investors or some of the families are seeing a slowdown in the available capital they have to invest and in that sense they are looking at optimizing the way they manage their portfolios and making sure they are not investing haphazardly and different parts of their investment are working together,” said Mr AbuShaban.
Some clients also have a higher appetite for risk, given the low interest-rate environment that does not provide enough yield for some institutional investors. These clients are keen to invest in illiquid assets, such as private equity and infrastructure.
“What we have seen is a desire for higher returns in what has been a low-return environment specifically in various fixed income or bonds,” he said.
“In this environment, we have seen a de facto increase in the risk that clients are taking in things like illiquid investments, private equity investments, infrastructure and private debt, those kind of investments were higher illiquidity results in incrementally higher returns.”
The Abu Dhabi Investment Authority, one of the largest sovereign wealth funds, said in its 2016 report that has gradually increased its exposure in direct private equity and private credit transactions, mainly in Asian markets and especially in China and India. The authority’s private equity department focused on structured equities owing to “their defensive characteristics.”

Defining head lice
Pediculus humanus capitis are tiny wingless insects that feed on blood from the human scalp. The adult head louse is up to 3mm long, has six legs, and is tan to greyish-white in colour. The female lives up to four weeks and, once mature, can lay up to 10 eggs per day. These tiny nits firmly attach to the base of the hair shaft, get incubated by body heat and hatch in eight days or so.
Identifying lice
Lice can be identified by itching or a tickling sensation of something moving within the hair. One can confirm that a person has lice by looking closely through the hair and scalp for nits, nymphs or lice. Head lice are most frequently located behind the ears and near the neckline.
Treating lice at home
Head lice must be treated as soon as they are spotted. Start by checking everyone in the family for them, then follow these steps. Remove and wash all clothing and bedding with hot water. Apply medicine according to the label instructions. If some live lice are still found eight to 12 hours after treatment, but are moving more slowly than before, do not re-treat. Comb dead and remaining live lice out of the hair using a fine-toothed comb.
After the initial treatment, check for, comb and remove nits and lice from hair every two to three days. Soak combs and brushes in hot water for 10 minutes.Vacuum the floor and furniture, particularly where the infested person sat or lay.

Why your domicile status is important
Your UK residence status is assessed using the statutory residence test. While your residence status – ie where you live - is assessed every year, your domicile status is assessed over your lifetime.
Your domicile of origin generally comes from your parents and if your parents were not married, then it is decided by your father. Your domicile is generally the country your father considered his permanent home when you were born.
UK residents who have their permanent home ("domicile") outside the UK may not have to pay UK tax on foreign income. For example, they do not pay tax on foreign income or gains if they are less than £2,000 in the tax year and do not transfer that gain to a UK bank account.
A UK-domiciled person, however, is liable for UK tax on their worldwide income and gains when they are resident in the UK.
