Abu Dhabi amends laws regulating parking



ABU DHABI // Bylaws regulating vehicle parking in Abu Dhabi have been amended, stipulating outdoor parking hours and outlining inspectors’ rights to tow vehicles.

The Abu Dhabi Department of Municipal Affairs and Transport said that outdoor parking hours are from 8am to midnight, while levelled parking with gate access are 24 hours and based on an hourly fee for up to four hours, according to Decision No 209 of 2016.

Parking inspectors have the right to tow vehicles put up for sale or vehicles for commercial and promotional purposes in car parks, according to the decision, which was reported by Aletihad, the Arabic-language sister paper of The National.

Public parking spots, sidewalks and outdoor areas cannot be used by any one or any entity without prior authorisation by the relevant authorities.

The new bylaws stipulate that Mawaqif will coordinate with the relevant authorities to determine parking spots for the disabled, taxis and public transport vehicles.

Meanwhile, designated spots will be allotted for ambulances, civil defence and protocol vehicles, which are exempt from parking fees.

The department will issue fixed-term parking permits for all entities and individuals based on the duration and surface required for the vehicles.

Free parking permits will be issued to ambassadors, heads of diplomatic missions, diplomats and members of consulates, while imams and muezzins are allowed complimentary parking spots.

As for hotels, one- and two-star hotels will receive one complimentary parking spot and may obtain two additional ones for a fee. Three- four- and five-star establishments can obtain more parking spots for a fee.

Hospitals and government agencies are allowed four free parking spots and are allowed an additional four for a fee.

Contracting companies will have to pay a deposit for each parking spot, which is refunded upon completion of the project.

Offenders will be fined and will have to pay towing and impounding fees if their vehicles are towed. A car will be put up for auction if left in the car pound for more than six months.

The law also stated that those who wish to appeal a fine may do so within 15 days from the date of issue.
