The UAE, already awarded the right to stage the Fifa Under 17 World Cup in 2013, will not bid to host the Club World Cup in 2013 and 2014, according to a wire-service report.
Fifa organisers indicated via e-mail to Agence France-Presse that "Morocco is the remaining member association in the process."
A formal decision will be made in December.
Earlier, South Africa and Iran had expressed interest in hosting the 2013 and 2014 Club World Cups, as had Football Association officials.
Abu Dhabi played host to the Club World Cup in 2009 and 2010. Barcelona won the former tournament and Inter Milan the latter in championship games played at Zayed Sports City before crowds of more than 40,000 people.
Before the final of the 2010 competition, Sepp Blatter, the Fifa president, said: "We have nothing, nothing, but really nothing to criticise about this competition, but only express compliments to the UAE for the hospitality and the facilities they have put forward for players, coaches, visitors and spectators."
Tokyo will host the Club World Cup this year and in 2012.
Morocco would become the first African host of the event. Japan has been the hosts four times, the UAE twice and Brazil once.
The competition includes six continental champions as well as the top club from the host nation.
African clubs had struggled in the competition until last December when TP Mazembe, from the Democratic Republic of Congo, stunned Internacional of Brazil before losing 3-0 to the Italian side Inter in the final.
