Sheikh Mohammed bin Rashid, Prime Minister and Ruler of Dubai, chaired the last Cabinet meeting of the year at Abu Dhabi’s Qasr Al Watan on Wednesday.
He described 2024 as a year “of unprecedented economic growth” and said the UAE attracts the “best global expertise and wealth”. He also noted how the country came first in 223 international development indicators and the top five in a further 444.
The Cabinet approved the formation of an Emirates Entrepreneurship Council, to be headed by Alia Al Mazrouei, Minister of State for Entrepreneurship. A fund worth Dh300 million was also allocated to support youth projects to motivate them into entering entrepreneurship, Sheikh Mohammed said.
“Our country is blessed, its goodness is widespread and great, and its economic movement benefits everyone, far and near,” he said. “We want our youth to benefit from this tremendous economic movement, understand the foundations of excellence in it, exploit the great opportunities it provides, and lead this movement to greater and broader horizons.”
Cutting bureaucracy
The launch of a Dh7 million award for federal government employees was also approved, whereby any effort to reduce government bureaucracy and procedure will be celebrated.
“We will thank the creative people and celebrate the hard-working and dedicated government employees who work day and night to provide resources, serve the public, and consolidate the country’s competitiveness,” Sheikh Mohammed said.
Preserving heritage and looking to the future
The Cabinet also agreed on a national policy for preserving the country’s modern architectural heritage, with 130 sites having been approved already. This will increase to 1,000 sites in the coming years, Sheikh Mohammed said, as he stressed the importance of preserving UAE heritage for future generations.
A new government system for the Education, Human Development and Community Council, headed by Sheikh Abdullah bin Zayed, Deputy Prime Minister and Minister of Foreign Affairs, and Deputy Sheikha Mariam bint Mohamed bin Zayed, was also approved.
This council will include seven members made up of ministers, members of executive and specialised committees, members of sectoral committees for higher education and leading figures from the private education and social sectors.
Tips for used car buyers
- Choose cars with GCC specifications
- Get a service history for cars less than five years old
- Don’t go cheap on the inspection
- Check for oil leaks
- Do a Google search on the standard problems for your car model
- Do your due diligence. Get a transfer of ownership done at an official RTA centre
- Check the vehicle’s condition. You don’t want to buy a car that’s a good deal but ends up costing you Dh10,000 in repairs every month
- Validate warranty and service contracts with the relevant agency and and make sure they are valid when ownership is transferred
- If you are planning to sell the car soon, buy one with a good resale value. The two most popular cars in the UAE are black or white in colour and other colours are harder to sell

When Umm Kulthum performed in Abu Dhabi
Known as The Lady of Arabic Song, Umm Kulthum performed in Abu Dhabi on November 28, 1971, as part of celebrations for the fifth anniversary of the accession of Sheikh Zayed bin Sultan Al Nahyan as Ruler of Abu Dhabi. The smuggler
Eldarir had arrived at JFK in January 2020 with three suitcases, containing goods he valued at $300, when he was directed to a search area.
Officers found 41 gold artefacts among the bags, including amulets from a funerary set which prepared the deceased for the afterlife.
Also found was a cartouche of a Ptolemaic king on a relief that was originally part of a royal building or temple.
The largest single group of items found in Eldarir’s cases were 400 shabtis, or figurines.
Khouli conviction
Khouli smuggled items into the US by making false declarations to customs about the country of origin and value of the items.
According to Immigration and Customs Enforcement, he provided “false provenances which stated that [two] Egyptian antiquities were part of a collection assembled by Khouli's father in Israel in the 1960s” when in fact “Khouli acquired the Egyptian antiquities from other dealers”.
He was sentenced to one year of probation, six months of home confinement and 200 hours of community service in 2012 after admitting buying and smuggling Egyptian antiquities, including coffins, funerary boats and limestone figures.

A number of other items said to come from the collection of Ezeldeen Taha Eldarir are currently or recently for sale.
Their provenance is described in near identical terms as the British Museum shabti: bought from Salahaddin Sirmali, "authenticated and appraised" by Hossen Rashed, then imported to the US in 1948.
- An Egyptian Mummy mask dating from 700BC-30BC, is on offer for £11,807 ($15,275) online by a seller in Mexico
- A coffin lid dating back to 664BC-332BC was offered for sale by a Colorado-based art dealer, with a starting price of $65,000
- A shabti that was on sale through a Chicago-based coin dealer, dating from 1567BC-1085BC, is up for $1,950

Generational responses to the pandemic
Devesh Mamtani from Century Financial believes the cash-hoarding tendency of each generation is influenced by what stage of the employment cycle they are in. He offers the following insights:
Baby boomers (those born before 1964): Owing to market uncertainty and the need to survive amid competition, many in this generation are looking for options to hoard more cash and increase their overall savings/investments towards risk-free assets.
Generation X (born between 1965 and 1980): Gen X is currently in its prime working years.
