A free-trade deal between China and the GCC is close to being signed, Wen Jiabao, the Chinese premier, said yesterday, raising hopes of a huge increase in commerce.
Mr Wen made the remarks during his first visit to the Gulf, during which he signed a number of business deals with the UAE and Saudi Arabia.
But despite seven years of talks, a free-trade agreement has so far proved elusive.
"The negotiations are approaching a close," Mr Wen said during an Arab-Chinese business conference in Sharjah yesterday. "At this moment, the two sides need to show greater political will and sign the agreement as soon as possible."
China and the GCC have been forging closer links in recent years as the world's second-biggest economy's hunger for energy grows and the GCC buys more Chinese products. Trade between the two sides reached about US$70 billion (Dh257bn) in 2008.
Officials say lowering tariff barriers under a free-trade agreement would stimulate more trade by opening the gateway to a wider range of goods and services.
For the GCC, that could mean bolstering non-oil trade by making its petrochemicals, aluminium and other goods more competitive for the Chinese market.
"China and Arab countries need to widen our markets to fully tap opportunities," Mr Wen said. "China has no intention of running a trade surplus and wants to increase exports from the Arab world to make our trade more stable."
China's trade surplus fell last year under the weight of domestic tightening measures and the global economic slowdown.
In an effort to further accelerate two-way trade and investment, China and the UAE on Tuesday signed a currency swap agreement worth 35 billion yuan (Dh20.3bn).
The deal, the first of its kind that China has signed with an Arab country, is the latest in a series of currency-swap agreements with leading trading partners as China aims to promote the use of the yuan for the direct settlement of trade. Thailand and South Korea are among other nations to sign such deals.
China is encouraging the use of the yuan around the world as the US dollar's hold on the international settlement system for cross-border trade is predicted to wane.
Last year, the UAE Central Bank held talks about buying Chinese assets as a way to diversify some of its foreign-exchange reserves away from the dollar.
Under one deal, China Petrochemical Corporation will collaborate with Abu Dhabi National Oil Company, the official WAM news agency reported. The deal will promote cooperation between the two nations on the production and storage of oil, and on issues linked to training and research, WAM said.
China has signed a similar package of business deals with Saudi Arabia. Trade between China and the Arab region reached $120bn in the first half of last year, up 36 per cent from a year earlier. The Arab region was China's seventh biggest trading partner, Mr Wen said.
In a wide-ranging speech, he touched on the need to work together to improve policies for mutual investment. "China will continue to encourage Chinese companies to invest in Arab countries and encourage construction projects," he said. "And we invite Arab companies to invest in China."

THREE POSSIBLE REPLACEMENTS
Khalfan Mubarak
The Al Jazira playmaker has for some time been tipped for stardom within UAE football, with Quique Sanchez Flores, his former manager at Al Ahli, once labelling him a “genius”. He was only 17. Now 23, Mubarak has developed into a crafty supplier of chances, evidenced by his seven assists in six league matches this season. Still to display his class at international level, though.
Rayan Yaslam
The Al Ain attacking midfielder has become a regular starter for his club in the past 15 months. Yaslam, 23, is a tidy and intelligent player, technically proficient with an eye for opening up defences. Developed while alongside Abdulrahman in the Al Ain first-team and has progressed well since manager Zoran Mamic’s arrival. However, made his UAE debut only last December.
Ismail Matar
The Al Wahda forward is revered by teammates and a key contributor to the squad. At 35, his best days are behind him, but Matar is incredibly experienced and an example to his colleagues. His ability to cope with tournament football is a concern, though, despite Matar beginning the season well. Not a like-for-like replacement, although the system could be adjusted to suit.
The smuggler
Eldarir had arrived at JFK in January 2020 with three suitcases, containing goods he valued at $300, when he was directed to a search area.
Officers found 41 gold artefacts among the bags, including amulets from a funerary set which prepared the deceased for the afterlife.
Also found was a cartouche of a Ptolemaic king on a relief that was originally part of a royal building or temple.
The largest single group of items found in Eldarir’s cases were 400 shabtis, or figurines.
Khouli conviction
Khouli smuggled items into the US by making false declarations to customs about the country of origin and value of the items.
According to Immigration and Customs Enforcement, he provided “false provenances which stated that [two] Egyptian antiquities were part of a collection assembled by Khouli's father in Israel in the 1960s” when in fact “Khouli acquired the Egyptian antiquities from other dealers”.
He was sentenced to one year of probation, six months of home confinement and 200 hours of community service in 2012 after admitting buying and smuggling Egyptian antiquities, including coffins, funerary boats and limestone figures.

A number of other items said to come from the collection of Ezeldeen Taha Eldarir are currently or recently for sale.
Their provenance is described in near identical terms as the British Museum shabti: bought from Salahaddin Sirmali, "authenticated and appraised" by Hossen Rashed, then imported to the US in 1948.
- An Egyptian Mummy mask dating from 700BC-30BC, is on offer for £11,807 ($15,275) online by a seller in Mexico
- A coffin lid dating back to 664BC-332BC was offered for sale by a Colorado-based art dealer, with a starting price of $65,000
- A shabti that was on sale through a Chicago-based coin dealer, dating from 1567BC-1085BC, is up for $1,950

In the village of Mevagissey in southwest England the housing stock has doubled in the last century while the number of residents is half the historic high.
